Mr. Salmon works in all areas of the Firm’s public law practice, including water agency advice, water rights, construction, and environmental law. He advises clients in matters related to water law, the California Environmental Quality Act (CEQA), the Endangered Species Act, and other environmental statutes. He also advises public agencies, public officials and staff on governance and ethics issues that may arise under the Brown Act, Public Records Act, Political Reform Act and other laws. Mr. Salmon is also a member of the firm’s litigation department and has represented clients in inverse condemnation and construction litigation.

Mr. Salmon focused on water and public agency law while attending Hastings College of the Law. He clerked for the East Bay Municipal Utility District and a prominent Sacramento firm specializing in natural resources and public agency law. Mr. Salmon also worked during law school with the San Francisco City Attorney and the Public Law Research Institute. He was awarded the highest grade in his Water Resources and Constitutional Law classes.
