Mr. Beltran has concentrated a large portion of his practice on the representation of public agencies.  During law school, Mr. Beltran worked for the City of Chicago’s General Litigation Division.  Mr. Beltran spent his first several years of practice representing California school districts, and since joining MKB he has represented water agencies and municipalities almost exclusively.   At MKB, Mr. Beltran provides advice and representation in all aspects of local agency governance and operation, with a special expertise in matters relating to the California Environmental Quality Act (“CEQA).  Mr. Beltran has also represented private sector clients in matters involving business litigation, real estate acquisitions and corporate formation and governance.

Mr. Beltran advises clients on all aspects of CEQA compliance and is experienced drafting a variety of CEQA documents, including negative declarations and environmental impact reports.  Mr. Beltran has defended public agencies in litigation challenging the adequacy of CEQA review on several projects, including the successful defense of a challenge to an environmental impact report for a substantial water acquisition project.  In 2008, Mr. Beltran authored a summary of relevant CEQA cases for inclusion in the  “Summary of Appellate Cases” published by the Association of California Water Agencies (“ACWA”).
